Faruk Celik, Minister of Food, Agriculture and Livestock, has organized a press conference in the Directorate of Ataturk Forest Farm on the practices of Agriculture Insurance Pool (TARSIM) in 2017. In his speech, Minister Celik stated that agricultural production involves many risks including the climate conditions and added: “Agricultural activities require protection against environmental conditions which cannot be controlled by humans. Many countries have already taken agriculture sector into their insurance coverage.”
Minister Celik noted that it has been 10 years since TARSIM law was first introduced and that a total amount of TL 5 billion worth of premiums were produced in this period of which TL 2.3 billion was paid by manufacturers while the remaining TL 2.7 billion was paid by the state.
“Agriculture insurance involves time policies which are issued at least a period of one year” said Minister Celik, having emphasized that the damages paid to the manufacturers added up to TL 3.1 billion. “In 2016, a total area of 2.1 million hectares, 1,124,000 livestock, 19,500 greenhouses, and 1.5 million beehives were insured,” he added.
“2017 will be the year we introduce drought insurance”
“We have now included any agricultural risks arising from natural disasters into the insurance coverage” said Minister Celik, informing the audience about the actions planned to be taken in 2017. “These are revolutionary approaches to insurance which will bring the Turkish agriculture and manufacturer to the modern age. Wheat will be insured against drought nationwide. 2017 will be the year we introduce drought insurance. It will be possible for wheat farmers to be insured in the face of drought in all 81 cities. Fruit trees and their manufacture will now be included in the insurance coverage. Damages due to rain in cherry production will be compensated. We have also included wine leaves into the insurance coverage against risks.”
Minister Celik also announced that livestock theft will be included into the insurance coverage. Minister Celik underlined that the risks are now eliminated with the aforementioned guarantees and that it is possible to apply for bank loan, showing fruit trees or livestock as security.

“Our farmers are no longer going to pay high amounts when getting their operations insured” said Minister Celik, calling farmers to purchase agricultural insurance as soon as possible. “It would be wrong to question this practice as if it would be a big cost burden to the farmers. The average parcel area in Turkey, in other words the area of land per individual farmer, is approx. 60 decares. The insurance price our farmer brothers are going to pay per 60 decares is TL 330. In return, they will be compensated up to TL10,000 in case of a natural disaster. It will not be possible to obtain any other kind of support using other channels as of January 1, 2017 as the scope of TARSIM is now officially extended. I would like to state that the only viable way for our farmers is to purchase insurance for their operations as every possible damages will be compensated by TARSIM which has the vision to compensate any damages,” he added.
